ARAI (Automotive Research Association of India) is the body that tests and certifies vehicles for the Indian market. When the government says vehicles are “E20 compliant,” ARAI is the institution behind that certification. This article explains what ARAI does, how vehicle testing works, and what “E20 certified” actually means.
What is ARAI
ARAI is an autonomous body affiliated with the Ministry of Heavy Industries, Government of India. Headquartered in Pune, it is one of several designated testing agencies in India (along with ICAT in Manesar and GARC in Chennai). Its functions include:
- Type approval testing for new vehicle models
- Emissions certification (BS-VI compliance)
- Fuel efficiency testing and certification
- Safety testing (crash tests, lighting, braking)
- Homologation for imported vehicles
- Research and development on automotive standards
When a manufacturer wants to sell a new vehicle model in India, it must pass ARAI (or equivalent agency) testing. Without type approval, the vehicle cannot be registered.
How E20 certification works
Since April 2023, all new vehicle models sold in India must be certified as E20-compatible. The certification process involves:
Material compatibility testing
The manufacturer must demonstrate that all fuel-system components — fuel tank, fuel lines, fuel pump, injectors, seals, gaskets, and fuel-system sensors — are compatible with fuel containing 20 percent ethanol. This typically means:
- Fuel lines tested for swelling, hardening, and permeation when exposed to E20 fuel for specified durations at specified temperatures.
- Metallic components tested for corrosion resistance in ethanol-containing environments.
- Seals and gaskets tested for degradation under ethanol exposure.
- Fuel-tank permeation limits verified with E20 fuel.
Engine calibration
The engine’s electronic control unit (ECU) must be calibrated to operate correctly on E20. This includes:
- Fuel injection quantity adjusted for ethanol’s lower energy density (the engine injects more fuel per cycle to maintain the correct air-fuel ratio).
- Ignition timing maps adjusted for ethanol’s higher octane and faster burn rate.
- Cold-start calibration (ethanol is harder to vaporise at low temperatures).
- Emissions compliance verified on E20 fuel (the vehicle must still meet BS-VI emission norms when burning E20).
Emissions and mileage testing
The vehicle undergoes standard drive-cycle testing on E20 fuel to measure:
- Tailpipe emissions (CO, HC, NOx, PM)
- Fuel consumption (used to calculate the official mileage figure)
- Evaporative emissions from the fuel system

Certification is a minimum standard: the vehicle will not be immediately damaged by E20 and will meet emissions norms. It says nothing about whether the vehicle runs better, the same, or worse on E20 compared to E0.
The mileage testing gap
ARAI’s published study on E20 mileage impact reported a 1–6 percent fuel-efficiency loss across tested vehicles. Vehicle owners widely report 10–20 percent losses in real-world driving. The gap exists because:
- Lab vs road: ARAI tests are conducted on a dynamometer under controlled conditions (fixed temperature, humidity, speed cycle). Real-world driving involves traffic, hills, weather, load variation, and driver behaviour.
- New vs aged vehicles: ARAI tests new vehicles. Real-world mileage is affected by engine wear, fuel-system condition, and maintenance state.
- Test cycle design: The Modified Indian Driving Cycle (MIDC) and the newer WMTC/WLTC cycles may not fully represent Indian urban driving conditions, particularly sustained low-speed, stop-and-go traffic.
- Sample selection: Only a limited number of vehicle models were tested. The results may not represent the full diversity of the Indian fleet.
What about pre-2023 vehicles?
This is the critical gap. ARAI certification since April 2023 applies only to new models. The hundreds of millions of vehicles manufactured before 2023 were certified on E0 or E5 fuel. They have never been tested for E20 compatibility. No retrofitting programme exists. No recertification is required.
The E20 mandate changed the fuel these vehicles must use without testing whether they can safely use it. ARAI did not certify the existing fleet. Nobody did.
Other testing agencies
Besides ARAI, India has other designated testing agencies:
- ICAT (International Centre for Automotive Technology): Based in Manesar, Haryana. Also performs type approval testing and E20 certification.
- GARC (Global Automotive Research Centre): Based in Chennai. Newer facility with growing testing capacity.
- CIRT (Central Institute of Road Transport): Based in Pune. Focuses on commercial vehicles.
All designated agencies follow the same testing standards (AIS standards issued by the Ministry of Road Transport and Highways). The E20 certification requirements are uniform across agencies.
ARAI certification means a new vehicle’s fuel system will not be damaged by E20 and it will meet emissions norms. It does not mean there is no mileage loss, no performance change, or no long-term wear. And it says nothing about the pre-2023 fleet — the majority of vehicles on Indian roads today — which were never tested for E20 and have no certification to rely on.
